As the world rapidly advances in brain-computer interfaces and cognitive enhancement technologies, a new generation of global thinkers is preparing to confront the ethical dilemmas these innovations present. The World Federation of Clubs and Associations for UNESCO, in collaboration with the Kazakhstan National Federation of Clubs for UNESCO and the Hong Kong Association for UNESCO, has officially launched the Fourth International UNESCO Model. This year’s theme, “Ethics of Neurotechnology,” places youth at the center of a global conversation about the future of human cognition and technological responsibility.

Scheduled to take place from December 12 to 15, 2025, in the Hong Kong Special Administrative Region of China, the event will bring together 45 young delegates aged 18 to 25 from countries where UNESCO Clubs and Associations are active. Each participant will represent a UNESCO Member State in a simulated diplomatic forum modeled after official UNESCO proceedings. The goal is to foster informed dialogue and collaborative decision-making on the ethical challenges posed by neurotechnology.

Neurotechnology encompasses a wide range of innovations, including brain-machine interfaces, neural data monitoring, and cognitive enhancement tools. While these technologies offer promising applications in healthcare, education, and communication, they also raise serious ethical concerns. Issues such as mental privacy, cognitive liberty, human identity, and equitable access are at the forefront of the debate. The Fourth UNESCO Model aligns with UNESCO’s broader efforts to address these concerns, particularly through its International Bioethics Committee and the 2024 Draft Recommendation on the Ethics of Neurotechnology, which calls for the establishment of global ethical frameworks.

The program will feature simulation sessions, strategic proposal presentations, policy debates, and resolution drafting. Delegates will also participate in preparatory webinars led by experts from UNESCO and partner institutions, ensuring they are well-equipped to engage in meaningful discussions. The event will culminate in a final plenary session and an awards ceremony recognizing outstanding contributions in categories such as “Best Idea and Approach,” “Best Speaker,” and “Best Presentation.”

This initiative is supported by a coalition of international partners, including the National Commission of the Republic of Kazakhstan for UNESCO, the National Commission of the People's Republic of China for UNESCO, ICESCO, the UNESCO Secretariat, and the UNESCO Almaty Regional Office. Together, these organizations aim to empower youth to take an active role in shaping the ethical landscape of emerging technologies.

By simulating real-world diplomatic processes and encouraging critical thinking, the Fourth International UNESCO Model offers a unique platform for young leaders to influence global policy and advocate for human rights, dignity, and equity in the age of neurotechnology. As the boundaries between mind and machine continue to blur, this event stands as a timely and vital effort to ensure that ethical considerations remain at the core of technological progress.
