In an ambitious move to safeguard Rwanda’s unique identity and stimulate its growing cultural tourism sector, the Rwanda Cultural Heritage Academy (RCHA) has announced it is seeking UNESCO recognition for two iconic intangible heritages: Imigongo and Umuganura. The announcement was made by RCHA Director General Robert Masozera during a briefing to the parliamentary Committee on Education, Technology, Culture, Sports and Youth on Monday, March 2, 2026.

This initiative comes as Rwanda experiences a surge in global cultural recognition. To date, the United Nations agency has listed the Intore dance (registered in 2024) as an intangible heritage, while 2023 saw the historic inclusion of four Genocide Memorial sites and Nyungwe National Park on the UNESCO World Heritage List. By adding Imigongo and Umuganura to this list, Rwanda aims to transition these traditions from local treasures to protected global assets.

Imigongo, an 18th-century art form originating from the Eastern Province, is renowned for its raised geometric patterns. Created using a traditional mixture of cow dung, clay, and natural pigments, it has evolved from a domestic decorative art into a globally recognized aesthetic. Director General Masozera expressed optimism that Imigongo could receive official UNESCO recognition as early as this year, noting that the application process is well-advanced.

Parallel to this, the academy is finalizing the dossier for Umuganura—Rwanda’s national harvest festival. Umuganura is more than a seasonal celebration; it is a cornerstone of Rwandan social cohesion that dates back centuries. "Take Umuganura, for example. Attempts were made to suppress it during the colonial period," Masozera told MPs. "UNESCO recognition ensures that even if local communities face challenges in preservation, the international community stands as a guardian for its protection."

The drive for UNESCO status is not merely symbolic; it is a strategic economic move. Masozera highlighted that international recognition acts as a powerful magnet for "culture-based tourism." Travelers are increasingly seeking destinations that offer authentic, internationally verified heritage experiences. By securing these spots, Rwanda ensures that the "place of origin" remains the primary beneficiary of the global interest in these traditions.

The RCHA has been working extensively to document the nation's vast historical wealth. To date, Rwanda has identified 536 tangible heritage sites, with 197 deemed suitable for national recognition. Furthermore, in collaboration with the UNESCO National Commission, the academy has evaluated nearly 1,000 potential heritage items since 2024 to determine their eligibility for both national and international protection.

During the parliamentary session, discussions turned toward the delicate balance between innovation and preservation. MP Diogene Bitunguramye raised concerns regarding the "dilution" of traditional forms, citing instances where Intore dancers have begun incorporating non-local instruments, such as South African drums, into their performances.

"There is a challenge with so-called 'Gakondo' musicians who call their performance traditional while using foreign instruments," Bitunguramye cautioned, emphasizing that UNESCO recognition must be accompanied by genuine conservation that resists foreign influence.

In response, Masozera acknowledged that while evolution and innovation are often necessary to keep heritage alive for younger generations, the "core elements" must remain untouched. To maintain UNESCO status and cultural integrity, the RCHA is committed to ensuring that the technical and spiritual foundations of Imigongo and Umuganura remain authentic, even as they find new life in Rwanda’s modern cultural economy.
