As Ethiopia positions its tourism and hospitality sector as a primary engine for economic growth, the nation has taken a significant step toward institutionalizing workforce excellence. A national consultation, convened under the auspices of the International Labour Organization (ILO) Global Skills Programme (GSP), has laid the groundwork for a new Sector Skills Body (SSB) specifically designed to harmonize education and training with the rapidly evolving demands of the hospitality market.

The consultation, held in the capital, brought together a diverse coalition of government officials, industry leaders, and educational experts. The primary objective was to address a persistent challenge in the Ethiopian economy: the "skills mismatch." Currently, while Technical and Vocational Training (TVT) institutions produce thousands of graduates, industry players often report a gap between classroom theory and the high-pressure, high-standard realities of modern hotel and tourism operations.

The proposed SSB is envisioned as an independent, employer-driven mechanism. Unlike traditional educational oversight, this body will be led by the private sector, granting hotel owners and tour operators the authority to shape curricula, set competency standards, and anticipate future labor needs. By embedding employer leadership at the heart of the skills governance architecture, the initiative seeks to ensure that training is not just available, but relevant.

According to stakeholders at the consultation, the SSB will serve as a permanent platform for public-private dialogue. This structure allows the industry to move beyond temporary fixes and instead focus on long-term workforce transformation. The body will oversee the upgrading of existing worker competencies and the professionalization of entry-level roles, reinforcing the sector’s contribution to economic diversification and the creation of decent work, particularly for women and youth who make up a significant portion of the hospitality workforce.

The roadmap for the Tourism and Hospitality SSB is informed by successful precedents in other areas of the Ethiopian economy. During the session, experts highlighted the achievements of the Agribusiness Sector Skills Body, which has already begun to yield tangible results in aligning industrial needs with education.

Dr. Dawit Moges, Vice President of the Confederation of the Ethiopian Employers Federation (CEEF) and Vice Chairman of the Agribusiness SSB, shared practical insights into the model’s efficacy. He noted that the agribusiness structure has allowed for the identification of sector-specific gaps and the promotion of industry-led curricula that actually reflect the needs of enterprises. Dr. Moges emphasized that a similar framework for the hospitality sector would facilitate the certification and professionalization of various occupations, ultimately enhancing Ethiopia’s capacity to deliver high-quality services that meet international benchmarks.

The hospitality sector remains one of Ethiopia’s most promising avenues for export growth and local value chain development. However, industry leaders acknowledge that without a coordinated and market-responsive system, the nation’s potential as a global travel destination cannot be fully realized.

Dr. Feteh Weldesenbet Zeberga, President of the Ethiopian Hotel and Tourism Employers Federation, described the establishment of the SSB as a timely and strategic intervention. He noted that service quality and international positioning depend on systematic workforce development rather than sporadic, uncoordinated training interventions. "The SSB will address one of the major human resource challenges facing the sector by strengthening skills development, standardization, and industry alignment," Dr. Zeberga stated.

As the discussions move toward implementation, the focus shifts to ensuring that the SSB becomes a functional and enduring mechanism. Stakeholders underscored that sustained partner engagement and institutional capacity building will be critical to moving the project from a policy commitment to an operational reality. The framework is expected to cover a wide range of future-focused areas, including digitalization of services, environmental sustainability, and regional service excellence.

By fostering a culture of accountability and training relevance, the Sector Skills Body aims to increase productivity across the entire hospitality value chain. This, in turn, is expected to bolster Ethiopia's reputation on the global stage, ensuring that the "Land of Origins" is supported by a workforce that is as world-class as its heritage.
